1. Purpose#
The Alert Governance & Oversight Protocol (AGOP) establishes the governance layer responsible for maintaining structural, canonical, and emotional‑phase integrity across the entire alert ecosystem.
AGOP governs:

- lineage, identity, and provenance validation
- routing, suppression, forecasting, and recovery audits
- contributor‑grade oversight and conflict resolution
- validator‑grade structural integrity
